Some people before they involve themselves in a situation would ask, "What will they get out of it?" And if they will not benefit a thing, they will simply turn a blind eye as if nothing happened.
When people turn passive and seem like not to care at all, there could have been past experiences on their part where the outcome was undesirable. Since the experience or know-how dictates a negative anticipation of the results, being passive could be the best option at hand.
Self preservation could be one major reason why some people become passive. When the very life or existence of a person is at stake, only a few are willing to risk it.
Being passive is playing safely. Some will not involve themselves because they are in a lookout for themselves first before they can offer any help. What's the use of your heroic acts if in the end you will become a victim of a circumstance?
